Professor of Law & Economics at the Italian National School of Administration (SNA) and adjunct professor of Information and Communications Law at the Luiss Guido Carli University of Rome, where he is Director of @LawLab, a research centre on Cyber Law.

A lawyer specialized in administrative and EU law, he is currently a member of the European Economic and Social Committee, an observer at the EU Commission’s Innovation Friendly Regulations Advisory Group (IFRAG) and Vice-President and Board Member of 3-I, Fondazione Ugo Bordoni and the European Group of Public Law – EGPL.

He is a former member of the European Commission Legal Service, Italian State Lawyer, Head of the Legal Department at the Italian Communications Authority, President of the Supervisory Board for the TIM (Telecom Italia Mobile) Network and President of the Media and Minors Committee (Ministry of Enterprises and Made in Italy).

He was Executive Director of the MENA-OECD “Governance Programme Training Centre” from 2020 to 2022 and an alternate member for Italy of the Group of Independent Experts on the European Charter of Local Self-Government – GIE (Council of Europe).

In 2014 he participated in the International Visitor Leadership Program (VOLVIS) on Data Privacy in the US.
